Goals of Commissioner Charlie Caswell’s Wraparound District 6 Program for the Next Six Months

As the Wraparound District 6 program gears up for its initial six-month phase, Commissioner Charlie Caswell is committed to fostering resilience and community engagement in District 6. This ambitious plan, spanning from November 2024 to April 2025, aims to address critical needs and empower residents through a series of strategic initiatives.
The first month will focus on community engagement with a kick-off meeting for stakeholders representing the seven key sectors known as the 7Ps: Parents, Pastors, Principals, Police, Politicians, Proprietors, and Partnerships. Listening sessions will be organized in Raleigh, Nutbush, and Unincorporated Shelby North to gather valuable resident feedback.
Training and education will commence with workshops on Adverse Childhood Experiences (ACEs) and trauma-informed care, targeting at least 300 participants monthly. Additionally, partnerships with local schools and churches will launch a parenting resource program.
The establishment of Resilience Hubs is another priority. The locations for the initial two hubs will be finalized, with renovations underway to ensure they are equipped for community services and emergency preparedness. Collaborating with organizations like the United Way and School Seed Foundation will help align data tracking systems for effective progress monitoring.
In December, the focus shifts to enhancing public safety by launching neighborhood watch groups in collaboration with the Memphis Police Department (MPD) Austin Peay Station. Monthly crime trend updates will track property crime and domestic violence reduction efforts.
Public health initiatives will include partnerships with local clinics to offer free mental health checkups and establishing a network of food pantries through churches to provide consistent hunger relief.
In education, plans are underway to expand academic support sessions and extracurricular programs in collaboration with local schools. The two Resilience Hubs will conduct soft openings to begin providing limited services such as job training and after-school programs.
January marks the implementation of various programs aimed at enhancing public safety and public health. A community-wide training session for law enforcement and residents on the RAPID model will be conducted, alongside monthly forums connecting residents with MPD officers to build trust.
Mobile health clinics and community health fairs will roll out in collaboration with healthcare partners. A mental health hotline for District 6 residents will also be introduced.
In education, cradle-to-career initiatives will launch tutoring programs and partnerships with trade schools for job readiness. Trauma-informed teacher training will be provided in partnership with school administrators.
February will see an expansion of programming at Resilience Hubs, introducing small business workshops, parenting classes, and emergency preparedness training. Open houses will familiarize residents with available resources.
Public safety strategies will be assessed based on early crime data trends, while nutrition workshops and chronic disease prevention initiatives will begin at the hubs.
In March, efforts will focus on strengthening partnerships with state and federal agencies to secure additional funding. The success of neighborhood watch groups will be evaluated to determine expansion opportunities.
A community gardening initiative addressing food insecurity will launch alongside the first District 6 Career and Education Fair to connect students with job opportunities.
Mid-point reviews of key metrics using the "Drive the Dream" database will provide insights into program effectiveness.
The final month of this initial phase aims at sustainability. A progress report highlighting crime reduction efforts will be published alongside a strategic roadmap for Year 2 safety initiatives.
Operational success at Resilience Hubs will be evaluated in preparation for launching a third hub in Nutbush. Community engagement activities such as a town hall meeting and "Resilient District 6 Day" will celebrate successes while gathering feedback for improvement.
Finally, grant applications will be submitted to secure long-term funding as part of the annual budget planning for 2025-2026.
