In the quiet hours of the night, Louis Morganfield III couldn't sleep. As a building engineer who has spent six years walking the halls of Memphis Shelby County Schools (MSES), he has seen the physical and academic decay firsthand. But it wasn't a broken boiler or a leaking roof that kept him awake—it was the look in his grandson’s eyes.

His grandson, a student in a class of 25, had reached a breaking point. "Everything came out like a shot," Morganfield recalls. "He was upset because the kids in his class weren't allowing the teacher to teach. In a class of 25, only five were actually learning."

For Morganfield, an 8-year military veteran and an 11-year veteran of the Memphis Police Department, this wasn't just a classroom management issue; it was a systemic failure of leadership, policy, and integrity. He is now running for School Board District 9 to challenge the incumbent, Joyce Coleman, and the "executive culture" that he says has abandoned the children of Memphis.

The Literacy Scandal: Bragging About Failure

The most damning indictment Morganfield brings against the current board is the literacy rate. While the district holds press conferences to brag about an 84% graduation rate, the reality behind the curtain is grim: only one in four of those graduates can read at grade level.

"That should be an embarrassment coming out of your mouth," Morganfield says, directed at the current leadership. "You are graduating kids who cannot comprehend the world around them. You’ve failed them before they even walk across the stage."

Morganfield’s solution is a strategic "Return to Basics" offensive. He is calling for a $6 million annual investment—specifically for three years—to flood K-3rd grade classrooms with dedicated reading teachers and mandate class sizes of 10 to 18 students through the 4th grade. He argues that by focusing on phonics and comprehension early, the district wouldn't have to "make adjustments" during TCAP testing because the foundation would finally be solid.

The 10-Year Plan Vacuum

During a recent forum, a stunning admission was made: the district hasn't had a formal academic plan in 10 years. For a man trained in military precision and police protocols, this is more than negligence—it's educational malpractice.

"You can knock me over with a feather when I heard that," Morganfield says. "For a decade, we’ve been taking results and making no adjustments. No plans. Just executive salaries and press conferences. It makes no sense that these highly educated people can't see that we need to change course."

A Culture of Fear and Bullying

Morganfield isn't just attacking the academic results; he’s attacking the workplace culture. He describes a "Grand Canyon" divide where district executives sit on one side of a luxury gap, while teachers, plant managers, and students are left on the other.

He speaks of a culture of intimidation where teachers are told to "watch what they say" or face their jobs. "They have a 'no bullying' policy for the students, but the administration is bullying the staff," he claims. He shares the story of a 26-year-old teacher having stress-induced seizures because of the administrative pressure. Morganfield himself has been warned to "be quiet" to protect his job.

"I have tough skin. I grew up off Texas Street in South Memphis," Morganfield says. "I didn't get my 'growl' until I was 21 in the military, but I have it now. If I see someone being done wrong in the street, or in a school, I’m going to step up."

Fiscal Insanity: The $40 Million Disaster

Morganfield points to the district’s headquarters as the ultimate symbol of waste. He details a scenario where the district bought a building for $6 million, sank $33 million into it, and then realized they couldn't bring it up to code—only to sell it for $5 million.

"That’s a $40 million disaster," he says. "Think about that. We could have funded my literacy program for years with the money they wasted on a building they couldn't even use. When you go past a certain point of waste, it’s time to cut the cord. But they just kept spending taxpayer money with zero accountability."

The Choice for District 9

While Morganfield acknowledges his opponent, Joyce Coleman, is a "sweet lady," he is blunt about the stakes. "Being a sweet person and being prepared for a job are not the same thing. She has been committed to the district executives for eight years, but she hasn't been committed to our children."

Louis Morganfield is running on a platform of People, Policies, and Programs. He is using his own money to fund billboards across the city because he believes the truth needs to be as loud as the district’s excuses. He wants his legacy to be a Memphis where literacy scores are the highest in the state, not a "failing" 75%.

"They tell us to have integrity, but they want us to lie about the state of the schools," Morganfield concludes. "I’m done lying. I’m here to fix it."
