Shelby County is facing a public safety crisis unlike anything in recent memory – a crisis authored by the joint leadership of Sheriff Floyd Bonner and his top deputy, Anthony Buckner. As the public face and operational head of the largest sheriff’s department in Tennessee, Buckner has overseen daily management under a regime defined by scandal, suffering, and lost lives. With Bonner as the longtime sheriff and Buckner his chosen second-in-command, the current administration has presided over an alarming rise in jail deaths, overcrowding, and inhumane conditions. Shelby County residents deserve answers and, more importantly, real leadership.
Reginald Hubbard, with 36 years of decorated law enforcement service and the only candidate who is a member of the American Corrections Association, offers the experience and accountability this community desperately needs. Unlike Buckner, who was handpicked by Bonner and helped shape current policies, Hubbard rose through merit, earning every rank and recognition through service and sacrifice.
The grim reality inside Shelby County Jail is impossible to ignore. Eleven inmates have died in custody so far this year; since 2019, 67 lives have been lost behind bars. Three deaths occurred in barely twelve days—a pace that rivals much larger jails with tragic reputations, despite Shelby County’s smaller population. Far from isolated incidents, these deaths are the result of sustained mismanagement and neglect by the Bonner/Buckner administration.
Inmates are packed into failing facility infrastructure, forced to sleep in chairs due to extreme overcrowding. Maintenance issues go unaddressed, with broken escalators, leaking ceilings, and outdated security systems. These failures have turned brief jail stays into life-threatening ordeals for citizens who are, in many cases, legally innocent.
Instead of honest leadership and reform, the Bonner/Buckner team has offered the public only delay, denial, and empty excuses. Watchdogs and federal inspectors have repeatedly cited the department for unsafe, unsanitary conditions, while Buckner—charged with day-to-day operations and crisis response—fails to deliver promised improvements.
Internal leadership is busy politicking, stonewalling, and passing blame while crowds of families mourn loved ones lost to jail neglect. Even when pushed on escalating deaths and chronic understaffing, Buckner and Bonner point fingers at budget restrictions and other officials, refusing to take ownership of the lives lost under their joint watch.
Chief Deputy Buckner, in particular, has been the visible face of the department, touting technology upgrades and reforms that have failed to prevent the mounting tragedies and the collapse of basic jail safety. The department boasts of new programs, but public safety continues to be sacrificed.
Most disturbing, neither Bonner nor Buckner have meaningful hands-on corrections experience. Despite overseeing day-to-day jail operations, Buckner’s background is in administrative and community engagement, not crisis intervention or running a large jail under strain. This lack of practical expertise shows in every aspect of the jail’s continuing disaster—severe violence, medical neglect, and mental health breakdowns.
Reginald Hubbard stands in stark contrast, bringing decades of jail manager credentials and hands-on merit earned across all levels of command.
The consequences aren’t just tragic – they’re costly. Lawsuits and legal battles over jail deaths and unsafe conditions waste taxpayers’ money, sap county resources, and leave the public unprotected. Recent budget fights saw Bonner and Buckner’s administration suing county leaders rather than addressing the jail collapse head-on, further fueling scandal and public distrust.
Mayor Lee Harris spoke for many in demanding answers from the Bonner/Buckner administration on where public money goes—and why critical staffing, safety, and medical needs are never met. The community continues to pay for political games while lives remain at risk.
Enough is enough. Shelby County cannot afford another four years of joint Bonner/Buckner mismanagement and deadly neglect. It’s time for real reform and responsible leadership—leadership forged by experience, not inherited by cronyism.
