With all the local scandals going on, if one thinks that Wanda Halbert is the only incompetent one, think again.

Shelby County Mayor Lee Harris proudly globally advertises Shelby County Government negligence and incompetence. And then seconds that negligence with contract award, pay and tax incentive inequity throughout Shelby County.

Take for example the Shelby County Data Dashboard. The Harris administration claims like everyone to be data driven but they are not. Instead, the Harris Administration allows black pandering public-privates, that commonly rip the taxpayer in a majority black community in need, the privilege of measuring themselves in public reporting. And guess what? The public privates are always doing good if not great, while Shelby County fails to move forward. 

Why? The Harris Administration has allowed Shelby County public data dashboard, advertised to the entire world, to become slop. Its absolute garbage. The dashboard is an absolute embarrassment and documents a total lack of course correction, which underscores local systemic decline. This public product is a slap in the face to anyone that can read and to taxpayers making public data driven decision making impossible.

The Dashboard has not been updated for over 3 years, lacks alignment to major areas like economic development, education, and workforce where the County spends huge sums of public money.

I have been asking the County as a small business for years, can I fix that County dashboard for less than $100K and help the County build its own internal capacity? The Dashboard is obviously advertised web blight, broken, and entirely unattended. The County request comes after paying my dues, listening and participating in hundreds of public meetings. And the County answer is NO.

Keep in mind that answer comes as the County spends $2.7M with the University of Memphis for a Health Department Dashboard with no idea of when that Dashboard will be operational and also spends $150K with an Israeli company for a Google forms application.

Some will say that this blog is sour grapes, and it is. But keep in mind its going on all the time with others as well to include a recent black business in Daughters of Zion that was bypassed with a low bid for local public-privates in Youth Villages and Methodist and Nashville’s Raphah Institute.

The Harris administration will sing all types of positive rhetoric to folks, but they hate and despise with a passion small local business innovation. The former is evident in the economic development data with Shelby County lacking 6,000 business establishments to power the local economy.

Through systemic practice, the Harris administration works hard to bully small business into poverty while building an increased pool of candidates to send to their local elitist mental health public private partners. With the County helping, declining mental health is a booming business in Shelby County, while the taxpayer is enslaved to black pandering public-privates that rip off the taxpayer in a majority black community in need. 

For a reference to this type of enslavement just look at the City of Memphis and the enslavement to the black pandering MRPP that has repeatedly ripped the taxpayer in a majority black community in need. The Young Administration refuses to expose and reject MRPP, while the City Council goes along and obstructs informed taxpayer testimony on MRPP. In this way, its overt taxpayer enslavement to high taxes and being ripped off. 

Now if that isn’t enough, the Harris Administration rewards their appointees with 20-40% raises over 2 years, while those at the bottom get small incremental raises. This further explodes income inequality in Shelby County.

Thanks to Commissioners Sugarmon, Thornton and Ford, those inequities are being discussed with potential legislation that offers higher percentage increases to those at the bottom of the pay scale.

And then there is the exclusively approved lavish tax incentives for local corporations, already in Shelby County in Collierville. Such incentives from Shelby County are exclusively approved by Lee Harris.

The Harris Administration by design obstructs policymakers and the public from public data, awards black pandering public-privates that rip off the taxpayer in a majority black community in need the opportunity to measure themselves, explodes pay inequity in local government, stifles small business and knows with certainty that the Chamber is six months behind on opening their workforce Accelerated Skills Center.

This comes after the Chamber has been a partner in botching the local workforce development system for years ! The Harris administration game is rewarding black public-private pandering, obstruction, incompetence and inequity, while wanting everyone in the County to fall in line and get on board with institutionally enslaving and ripping the taxpayer. 

Just know, every time a public-private is instituted that public accountability takes a step backward. Non-profits don't have the report current financials, answer FOIAs or hold open public board meetings.
